What? Please be more specific here. What exactly Putin did? You Americans are like kids. Right now Russia simply replaces SS-18 (Satan) with RS-28 (Satan 2). That's not some revamp or an arm race. That's just a planned upgrade of obsolete weapons - they have served their time and have to be utilized. What's wrong with that? Do you still drive Ford of 30's? The same applies to ICBM's - we have to replace them by the newer ones.
