You are 100% right. It's perfectly normal and acceptable for law enforcement to walk into shopping malls and restaurants and start asking for "papers".
This is EXACTLY what they did in Nazi Germany. EXACTLY. The very term "show me your papers" comes from Nazi Germany. They checked the papers of Jews. Then they went after the Gypsies, then the homosexuals - and then anyone who opposed their regime.
