In and Out had always paid several dollars over the California minimum wage. So when it was $6, they paid $9. When it was $9, they paid $12.
This became a problem for local places when they wanted to expand into Lake Havasu, Arizona where the minimum wage was already far lower than California. All of the local eateries lost their best workers to In and Out. They wanted a maximum wage for fast food workers.
Didn't work out that way... Now Arizona is only a buck short of California's minimum wage, but that makes it $3 shy of In and Out's minimum wage.
