You have the point of course, but if you chat up 3-5-7 people on the street, in the bus etc and not a single one of them understand you, you may get discouraged.

If you look at the %, i think Belize is 30% tourist. And even 85% on the islands

I see where there are more international tourist, there is less fun. I lived on an Island with many tourist from Argentina and Israel. At a party there where maybe a handful Brazilians and most tourist. I didn't go to those party's, completely other atmosphere. And to many young guys to compete with. Better stay where there are tourist from the country itself.
Don't worry about talking. Use a translation app, you speak in your Phone, and it will be translated. Nothing is better than to find a girl to learn you the language

And if you want to make contact, it is better if you are only few of the internatioanl tourist, people will come to you. I have been to party's where there was no tourist, they where the best.
