It's the same in Aus, compare it in the USA to getting commercial explosives, yes there's always a work around, it just becomes that extra bit harder to get, anyone selling to you is in as much trouble, and its not something you can go out to Walmart and buy, but they're available for anyone that needs them. And use them or not if your caught with them illegally your fucked.
