It isn't about outlawing all guns. No matter the laws, if someone is motivated and has the resources they can get a gun. The idea is that you put as many hurdles between someone with mental illness and legally purchasing a gun as possible. The more hoops they have to jump through the more chances there are for someone to act and keep a gun out of this person's hands.
