The formation of gluten creates "elasticity" that allows the "stretching" of pizza dough. Dough made with vegan flours are rolled or pressed out. It's just not the same thing.

A vegan may choose to go gluten free, but many don't and that choice is completely independent of whether one is eating vegan or not. Neither the process nor the final product in the creation of wheat gluten involve any animal products, so one can eat wheat flour and still be eating vegan.
