I would think the United States would win - for four reasons.
1) The Russian Navy is not a blue water navy. A blue water navy is a navy that can operate anywhere in the world. The Russian Navy cannot operate anywhere in the world, which leads to point number two....
2) The Russian Navy has a lack of overseas Navy bases. In fact, the only Russian naval base outside of Russia is in Syria. (Which is difficult enough for them to get to.)
3) The Russian Navy was in a period of decline after the cold war... Spending was greatly reduced, ships were scrapped, and new ship building completely stopped. Due the lack of building and scrapping of ships, ships in use have continued in use well past their expected date of use.
4) The Russian Navy has only one aircraft carrier. While it's easy to dismiss an aircraft carrier saying a submarine could easily take them out, the truth is they are pretty well protected. Warplanes sent from aircraft carriers would be used to take out ships hundreds of miles away.
One of my favorite books about naval warfare is about the UK and the Falklands war, which was mostly a naval battle. The UK had to deploy a naval fleet thousands of miles to the Falkland islands. While the British Navy is considered a blue water navy, it was very difficult for them to do this.
