I used to live in that area.
The lofts are too far away from the river so you don't hear any boats normally.
There's alot of noise in the summer when all the tourists are there of course, but you kind of get used to it as its only starts around 3-4pm and dies down around 10pm as the restaurants close, and it was mostly on the weekends.
What my friend says is that there is low, consistent rumble coming from the generators. They are running 24 hours a day and it sometimes rattles windows, glasswear, etc. It's probably pretty annoying.
