Yes. howmuch i remember from announcement about it, it's partnership between payoneer and Choice Bank. After all i doubt it will be called First Choice pay if it would be different case.
And also, for some reason choice bank is only bank in world which can issue debit cards on international level, while you can find alternative for US and EU, nobody else can do for whole world. Kind like in adult processing where only verotel can proccess non eu/us clients. So if choice bank goes bananas, everyone goes bananas.

If they're referring to loading of funds on the payer end (in this case crak) I haven't experienced anything like that at all. My last wire I sent on Wednesday was credited to my account the next day (yesterday/Thurdsay)
if it's a payer issue with wires being credited, I'm wondering if perhaps the issue may be that crak is sending wires of over 10k? I send mid to high xxxx regularly and have never had an issue. I would never send over 10k though, that's just asking for difficulties. even with contractors whom I pay directly via wire, if the amount is over 9.5k I send two wires just to be safe.
this is just my anecdotal experience but for me payoneer/fc is working perfectly and is crediting my wires faster these days than when I first started with them.
although I do prefer methods wherein I ca pay contractors using methods that take the funds directly from my bank account, I like the payoneer/fc service and it's def been an asset to my business. Hope it stays that way.
