google tries to respect the laws from each and every country (because they have to)
and there are so many filters what are just effecting one or a few countries that the general algo of google does not fit into that.
but i have posted a link before what makes the whole thing a bit clearer - and it says in fact exactly what i have predicted years ago.
they will not ban porn - but they make it harder to get porn results on so called "unsharp keys". this is a learning process also for users. but they learned it with "sex" in a time when we had not that much experienced users as we have now.
