If you were russia, and executing a high profile target, and getting caught could create and international incident, why would you use a 30 year old soviet nerve agent? Why not use something american? It's not like they don't all have the recipes for this shit anyways - If I can make chlorine gas by pissing into a bottle of bleach then I'm sure even if Russia was to do this they could make a foreign countries' nerve agent.
