there is manager and chatters.,
manager contacts / gets contacted by site operators and rate is fixed per signup. lets say x.
manager hires chatters/chat agents and pays them on per sale basis x-(manager commision)
chat business is dangerous and some try to scam even the manager by using their own credit cards or even stolen or prepaid cards and then after getting paid they do charge back on the purchase.
many times chatters make false promises to customers and one customer joins then they ignore him, so customer does charge back.
that is why chat traffic = more charge back.
not all offfices / managers are same., some are genuine but you to find them.
you should have fraud detection team.
