Yes it did happen. It happened prior to the night that was the reason President Johnson gave to congress to start bombing the North. On the second night they were spooked and seeing radar shadows. In other words the first Tonkin Gulf incident took place and our ships were attacked the second Tonklin Bluff incident was radar blips and our ships were not actually under attack.
