Crypto = final. Once you pay, even if it's a mistake, that's it, the funds cannot be recovered.
Paypal = non immutable. Payment can be reversed for a number of reasons, including friendly fraud.
So if someone is offering to exchange Paypal->Crypto they're taking a pretty big risk, and if you're wanting to do Crypto->Paypal you're assuming the (probably smaller for well known transferers) risk.
