Cambridge Analytica didn't break any laws. As webmasters most people here should understand what they did.
On the other hand, Zuckerberg gave the Obama campaign full access.. The campaign didn't come up with the app/idea. The app/idea was given to them and they were shown how to use it... They then used it to collect the data on all US citizens on facebook.
