the last time I did ESTA it was already in there (the accounts - not the passwords to them) but it wasn't mandatory. And so far it is only a proposal. But if this would really happen, I will most likely not be the only one who would stop going to the US.

And aside from tourism - millions of business trips also would not be happening anymore and the effect on the economy would be devastating.
