It's an investigation into possible bank fraud. The news is reporting that a Delaware company was setup and funds were transferred from it the next day just before the election. Something about it raised a ref flag at the bank apparently. This and maybe other things like this is what started the investigation.

..but it might be. Trump didn't pay her - his lawyer did, and did so right before the election, hence, and investigation. You don't have to hand cash to Trump or his campaign for it to be a contribution. Let the investigation take place and let's see what happens.
