IG Horowitz has been investigating FBI and DOJ election rigging since Jan 2017
Probably started Jan 20th. And continues to find "additional information and documents" which extends his investigation. Report estimated to be released in May.
Keep in mind Huber's been working with him as prosecutor since sometime last year.
