He has nukes but they are not miniaturized to fit on top of a rocket and he does not have the ability to keep them from burning up on reentry thus he cannot deliver one anywhere in the world via ICBM. He may have the ability to deliver one locally via, aircraft but I doubt that also. He is not in a position of power at all other than he has the possibility of causing the deaths of massive numbers of Koreans.
