nuclear war will happen 100%...for smaller countries that do not have 100-s of billions to throw at keeping invaders away, nuclear is the best option...or bacteria...
when conventional warfare is not an option any more, unconventional is the only way to go...you can either nuke up or you can be the next vietnam
