She decided that they were "suspicious" because they were different.

If you have ever been around Native Americans you will find that many are extremely quiet and not appearing to be very outgoing. She considered them suspicious because of those traits, they made her nervous.
And because they did not fit her picture they get pulled out of the tour by the cops and questioned about their right to be in a public place on a tour that they were registered for.
