Its like a townhall meeting in the USA where the local radical political party consisting of mostly university students who are in it for the giggle and free cocktail food have suggested a debate topic. The guy got enough votes to be elected in to his suburbs politics, and being a democracy he has every right to address the group.
I know Eastern Europeans won't under stand that, nor would they understand my support! in them having their say, certainly doesn't mean I agree with it however.

He proposed 10 lashes for theft of a T-shirt, 1000 lashes for stealing a car (2000 if the vehicle is damaged), 5000 lashes for punching a police officer and 20,000 lashes for murder.
The floggings should be "delivered at 10 lashes per hour – every hour from 9am to 5pm, with one hour for lunch", Mr Popowski wrote. The sentence would be doubled for second-time offenders."
I should get off my ass and go it will be a colourful and hopefully informative debate.
What interests me in all this is how the story jumped thru the Murdoch machine so fast and into Russia.
