Sexual harassment is all relative to how attracted the target is to the "harasser". Knowing when to flirt in the workplace is something that will be obvious to most men, except assholes who don't know to read a woman's signals.
I've always known when a chick ins into me and if there's any doubt I never initiate flirting -- and I sure as fuck would never be crude because that's a turn off.
