Well the problem is they have to phase the existing plants out because not every place can use solar or wind. They are phasing the old coal plants out with natural gas but its gonna be a point sooner or later that will force them all out of business.
The issue is as each plant closes the demand goes down but the production cost of digging up coal remains the same. What this will cause is a spike in the price because the cost to dig it up is shared across less and less coal plants making the remaining plants pay more for the product until its just too expensive to produce.
My guess is they are pushing coal off shore as much as they can in order to keep the price as low as they can.
