Yes, they are. Just easily. You can still pay for apartments in cash (with a case with rubles, dollars or euros), you can get a whore (there is over 100 thousands of them just officially - simply imagine the traffic of the money they made every day) or you can just raise a hand on the street and stop any car driver w/o a taxi license to deliver yourself to anywhere. You can easily rent apartments in Moscow and the tax inspection won't get a ruble from it (to be honest, it will happen in 99% cases). Nobody pays a tax from that and course it's not included into the Russian GDP. This is about NOW, not about yesterday.
