Amazon ships the packages to USPS themselves, who delivers last mile, UPS it not involved.
I agree that the SUREPOST system is very unreliable but in this state ( Maine ) you are incorrect about Amazon delivering Surepost directly to USPS. Here UPS deliver to the local USPS offices and they (USPS) then do the local deliverys, which will add a day or more to the so called guaranteed Prime two day deliverys
