Again, when the DOJ and FBI claimed they didn't have Strzok and Page's text messages it was IG Horowitz who jumped in and said something along the lines of "Don't worry, I have them. I'll get those right to ya."
Also something to keep in mind.. Trump had a 4 hour long meeting with Mueller the day before his appointment... For a "job interview" that he couldn't even do because he had already served 12 years of a 10 year limit. Obama requested a special extension for the additional 2 years.

A review is not a investigation and they dont have 500 people working on it.. This is a letter responding to complaints and stating they would review the complaints. This isnt a letter stating they have launched a investigation into anything.
