Tougher background checks including mental health assessment.
Rule out anyone with a drug, assault or domestic violence convictions from owning a gun ever !!
Limit the availability of assault rifles to people over the age of 21 or those currently serving in the armed forces.
Hold parents accountable for not securing weapons in the home. ( ie keep all guns in a safe or locked cabinet )
Im not saying this is by any means a cure for school shootings but at least it's a start?

it very well may be. Here's a sociologist's view on the matter, he likens it to a slow motion riot of copy cat shooters with higher and higher thresholds of violence. i.e. how a riot starts, 1 instigator throws a rock through a window, someone sees him do it and says to himself, if he did it then I can do it too. another guy sees those TWO guys throwing rocks and says if those two guys are doing it, then I can do it to.
