The investigation is still ongoing, people will not be charged until the investigation gets to that point.
Clearly certain people around Trump have been charged. I think it's safe to say, if the DOJ brings charges on Trump jr, it will not happen until the entire investigation is wrapped up.
I do however think its pretty safe bet that Trump jr will get indicted for his roles in those meetings..
The 1st meeting, the entire premise of the meet was to gain access to emails which were known to have been illegally stolen. For those emails Jr was going to trade favors of removing sanctions on Russia.
That is 100% collusion and conspiracy. After the election Trump dropped the sanctions for no reason.
The 2nd meeting just dropped to the public, but it involved 3 middle eastern countries who were attempting to help the Trump campaign beat Hillary by funding ad campaigns. (Iseral, Saudi and UAE)
The 2nd meeting is still fresh so all the details are not certain. We don't know if the Trump campaign took up the offer or not. We do know the meeting took place.
After the election Trumps 1st trip was to the middle east and Trump has moved our embassy in Iseral for no apparent reason.. (ie US gained nothing but did Trump?)
