I think you are Totally wrong here. It IS TMM's responsibility, as they provide them a tool with which they can get over the usual/classic setup: payments are handled by third party, and this third party company is taking care of the affiliate payments, etc. CCBill, Epoch, etc: they all work this way.
Do a research, you can find info on this topic which confirms what I am saying.
TMM has no interest in fucking around with the affiliate program until they are getting the license fee.
BTW: NCC's new payment processor is now Epoch...
