That's the key. They have to have reasonable suspicion you've committed or are about to commit a crime and be able to articulate what the crime is. They can't just say they are suspicious or want to know what you are doing. If they can't articulate what crime they expect you of doing and you aren't performing a regulated activity such as driving you can tell them to ballsuck you.
