Didn't he say it was a lovely letter? As in here is a nice lovely letter...no intent needs to be read into meaning he read it.
I suspect he says things this way just to get into the news cycle for it. He constantly says things that could be construed one way or another, and the news hops on the negative meaning, then in a few days look foolish as usual. So they move onto the next thing
