What he is plainly saying is that the U.S. steel industry is crucial to national security. Canadian steel has helped put our steel industry in decline. That's one of the reasons Trump flipped Pennsylvania and won the Presidency. The people there are tired of being screwed over by trade deals that hurt our own citizens.
What Trump is saying is that it is crucial for our country to be self-reliant on U.S. steel and have a vibrant steel industry here in case of crisis or war or both.
Means our steel workers go back to work. Better for our economy long term.
Now you can agree or disagree with Trump that having our own steel industry kicking ass is a good thing. But the media tries to pretend that Trump is "attacking" our allies.
It's fucking stupid. He is not "attacking" anyone. He is HELPING our own citizens and our own economy.
The same way that Canada helps it's own citizens and it's own economy.

Robbie, the DOD report states that the risk to National security via the steel industry is from
“Chinese overproduction and … their attempts to circumvent existing antidumping tariffs.” Not at all Canada.

Also, the dept of Commerce tried very hard to find a link between National Security and the Steel Industry and found none.
