The article talks about how it looks like Merkel seems to be putting a naughty school boy in his place.
In the military, or royal interaction, or any meeting of people of power, the person sitting on his/her ass doesn't need to sit up because they are who they are.
If I sat down while talking to a General in the Marines I would have probably been slapped backwards onto my ass by a ranking officer for disrespect.
