In my mind it is criminal to rip off people and he has done that his entire adult life and the proof is in the pudding by the hundreds of law suits that have been filed for non payment to his subcontractors and suppliers and for the hundred or more that are still going thru the courts.

He has been sued literally multiple thousands of times and many times by the State or Federal government. The man is simply a shyster who never learned what the meaning of truth is and is a pathological liar.
