There are long term benefits and lower operating costs available by jailing a non-US citizen/resident for 2 years in a prison camp with conditions much like the ones that former Arizona Sheriff Joe Arpaio set up. Over time they would serve as a deterrent, and I sincerely believe we would see a dramatic decline in illegal immigration.
Second, the employers who violate the laws should be held accountable with steep penalties
and company Directors/owners should get jail time. There are free online verification tools available to employers to check the validity of SSN's, etc.
