You're intentionally leaving out one important fact.. It was started by Salvadoran immigrants who were continually deported and returned.. Which means although they may have originally came here legally even the leaders were illegal immigrants. The original purpose of creation was protecting other mostly illegal immigrants from other gangs. It morphed into illegal immigration and drug trade.
