Your differentiation is a bit incorrect, because it's a definition of Nazism. Fascism exalts the
State above an individual. So, I'll give you a better definition which I have learned in the school:

P.S. Course the modern USA is much close to Fascism than to Liberalism, while just 100 yeas ago it was closer to Nazism with segregation and all those "white power" morons who considered their white race above the people of color.
