A circuit board is 1 component of the entire product so the whole product cost doesn't increase... just pointing out the flaw in your scenario) Plus the fact that China as a whole undercuts US producers by around 40%.. 25% is actually low.. 40% puts them on an even playing field with US producers..
On the otherhand, a person in China gets hit with a tariff on a product from the US that already costs 40++% more to produce than in their own country.
