America might like their missiles to hit a postage stamp, however that's not required for North Korea, anywhere within a 1000 mile circle will do fine, USA is a big target. In many ways a nuke hitting in the desert or one on top of NYC make absolutely no difference, you'll kill more of yourselves in the aftermath than any explosion will do, its the chaos and melt down of your society that would do the most harm.
