Obama went to Mitch McConnell and wanted him to make a joint, bipartisan announcement condeming Russia's actions and promising to take steps to stop it. McConnell refused outright.

All that said, I still think he should have said something publicly, but I understand him thinking it would look bad. I am about 98% sure if he would have made a public announcement during the election the Republicans would have accused him of trying to rig the election. He couldn't win no matter what he did.
