In order to work for someone that high up in the US government, you have to have security clearance. It doesn't matter if you are the maid, the cook, the driver, etc.... For example, all members of a Congressional staff gets a background check and has security clearance. The reason for this is because there is a good chance that anyone near such a government employee would see or hear something that may be classified.
People seem to think that only a handful of Americans have security clearances. In fact, over five million Americans have security clearances of some type. (More people in the US have security clearance than there is citizens of Norway.)
This is why Hillary Clinton was never charged with a crime - No laws were broken. It is not illegal for the Secretary of State to use a private email service. In fact, it was standard. Former Secretaries of State did this, as did members of Congress.
Also note that the maid only handled classified information. While this sounds scary and important, it really isn't. It's below Secret and Top Secret.

You should have started off with your usual line of "I don't understand" because Marina Santos had no security clearance whatsoever. SHe worked for Hillary, not the government.

SCIFs are built to prevent unauthorized or electronic access to the information they contain, and only individuals with proper clearance are supposed to enter them. Santos lacked such clearance.
