In fact, you are partially correct. The so called "Steele Dossier" was done by Fusion GPS. Steele was not part of the original research.
However, the original FISA warrant was started in 2014. This was two years before Fusion GPS was hired.
Saying that the Carter Page investigation was stared because of the Steel Dossier is completely incorrect. The investigation was stared two years prior to the Steele Dossier.
