The cops knew he was a nutter, those around him knew it too, but he managed to slip though the cracks. While most focused on his religion and terrorist alignment, its easy to miss the major issue. The cops were fully aware the guy was a risk as they are with thousands of people who are loose nuts and really should be locked up, but they don't have the laws to do it, because they "might" be a threat. Give the cops those powers.. and you might as well move to Russia.
I have a friend who's a cop here in the "Middle Eastern crime squad", out of the hundreds of thousands of Muslims in Sydney, 90% of the issues come down to 4 families living within 10 miles of each other. Their the inbreeds of the inbreed yet there is nothing the cops can do except sit back and watch.
