i don't know if it still the case but back then in japan all cars were restricted to 180 kph top speed, that's why the dial is originally kph and only to 180.
Of course for cars like the gtr people got rid of the limiter the moment they got it. And when you change the speedo signal so that it matches mph on the dial instead of kph you don't have to change the whole speedo dial etc.
