Wow - the city council has no control over who gets a star and what stars stay and what stars go. That is decided by the chamber of commerce, which has stated many time that it does not remove stars, which are part of its status as a national landmark. Lots of outlets reporting what OP posted, so he can be forgiven for thinking this is fact.
