Here's an update: I installed Filezilla on the same machine. Problem is still there.

I took the laptop to a public wifi location: Problem still there!

I've ruled out any WAN issues at this point, and since others can connect I know its not my hosting provider. It seems to be localized to my computer only. I have no idea what it could be.
