In this case user can be 'active' for system one month, if he used site every day, and he can be 'active' two or three month, if he watched only 2-3 days in week after work.

95%+ of our subscribers do not access more than 50GB of content each month. It's probably similar to other paysites; you'll have a few heavy users that you definitely should keep an eye on at the very least, but the majority of users will just log in every so often and watch the smidgen of content that they really want to see.
Another idea to consider is mixing subscriptions and PPS/PPD: perhaps offer a PPS/PPD subscription at like $4.99USD/month where they get a certain % off the normal price of buying movies individually.
