because they don´t have the money for a better education as their parents are also low skilled and don´t make enough.

so all starts and ends with EDUCATION and not with the color of the skin.

if a white guy grows up in such circumstances he will end up exactly the same.
his white color does not protect him much. except he find help from a racist who would
give the job to any white dumb before he would give it to a black. and that means even THIS guy will become a racist at the end because racism helped him to survive.

interrupting this cycle will be very expensive and will not lead to a quick solution. but the cycle MUST be interrupted sometime no matter how long it takes and what it costs.
